## 1. Executive Security Summary

The 2027 Presidential Situation Room handles high-stakes electoral intelligence across **36 States + FCT**, **774 LGAs**, **8,809 Wards**, and **176,846 Polling Units**. Because electronic election platforms are primary targets for state-sponsored jamming, physical device confiscation by partisan thugs, and unauthorized vote alteration, this platform implements a zero-trust, offline-first defense-in-depth architecture.

All sensitive election documents, party votes, incident reports, and session credentials undergo client-side cryptographic encapsulation before touching local device hardware or transiting public cellular networks.

## 2. Cryptographic Architecture & Storage Protection

### 2.1 AES-GCM 256-Bit Encrypted Offline Storage Vault
- **Engine**: `src/lib/offlineCrypto.ts` utilizing the browser native **Web Crypto API (`crypto.subtle`)**.
- **Cipher Suite**: Advanced Encryption Standard in Galois/Counter Mode (**AES-GCM**) with a 256-bit symmetric key and a fresh, non-repeating 96-bit (12-byte) Initialization Vector (**IV**) per entry.
- **Key Derivation**: Keys are generated using **PBKDF2** with **100,000 iterations** of SHA-256, salted with client hardware entropy and device-unique seeds.
- **Mitigation of Device Seizure**: If a field agent's phone is snatched, seized, or examined by adversaries, physical extraction of `IndexedDB` or `LocalStorage` yields only raw ciphertext (`aes-gcm:iv:ciphertext`). Plaintext Form EC8A tallies, votes, and timestamps cannot be recovered.

### 2.2 SHA-256 Salted Authentication & PBKDF2 Integrity
- **Engine**: `src/lib/auth.ts`.
- **PIN Protection**: 4-digit security PINs are salted with instance cryptographic salts (`adc-2027-presidential-salt-v2`) and digested using **SHA-256**.
- **Anti-Brute-Force Rate Limiting**: Session verification enforces rate-limiting safeguards, preventing computerized dictionary attacks against polling unit PINs.

### 2.3 Session Tokens & HMAC Signing
- Session tokens are signed using HMAC-SHA256 against server-controlled secrets.
- Sessions are stored in HTTP-Only, SameSite=Lax cookies with expiration enforcement, preventing Cross-Site Scripting (XSS) credential theft.

## 3. Privacy, PII Protection & Data Sanitization

### 3.1 Masking of Personal Identifiable Information (PII)
- In compliance with the Nigeria Data Protection Regulation (NDPR), field agents' mobile numbers and PII are redacted across public bundles and supervisory feeds:
  - Phone format: `0803***2222` (first 4 digits and last 4 digits retained; middle digits masked).
  - Sanitization helper: `sanitizeUserForClient()` strips raw phone numbers from API responses.

### 3.2 Ephemeral In-Memory State
- High-resolution camera captures of Form EC8A are handled through object URLs and encrypted client buffers. Photos remain encrypted until authorized synchronization to secure S3/GCS buckets over TLS 1.3.

## 4. Role-Based Downward Scoping & Hierarchy Isolation

Access control strictly mirrors the Nigerian electoral pyramid to eliminate horizontal and upward data leakage:

| Role | Permitted Downward Scope | Access Boundary |
| :--- | :--- | :--- |
| **PU Agent** | Own Polling Unit only (e.g. `24-11-01-001`) | Cannot view adjacent PUs, wards, or LGA aggregates |
| **Ward Supervisor** | All PUs within designated Ward (e.g. `24-11-01`) | Locked to assigned ward; cannot view sister wards |
| **LGA Supervisor** | All Wards and PUs within LGA (e.g. `24-11`) | Locked to assigned LGA |
| **State Supervisor** | All 774 LGAs within State boundary | Locked to state; cannot view neighboring states |
| **Regional Coordinator** | States belonging to 1 of 6 Geopolitical Zones | Locked to geopolitical zone (e.g. `SOUTH_WEST`) |
| **National Coordinator** | Nationwide aggregate command (`ALL`) | Full national situational oversight & tribunal filing |

## 5. Automated Forensic OCR & Evidence Admissibility (Evidence Act Sec 84)

Under **Section 84 of the Evidence Act 2011**, computer-generated evidence submitted to the Presidential Election Petitions Tribunal (PEPT) requires proof that:
1. The computer was operating properly during the relevant period.
2. The data was regularly fed into the system in the ordinary course of business.
3. The electronic document has not been altered or tampered with.

To satisfy these strict legal hurdles:
- **Optical Character Recognition (OCR)** engine (`src/lib/ocrAnalysis.ts`) produces a verifiable mathematical variance matrix comparing agent physical forms vs INEC IReV scraped sheets.
- Every analysis generates an immutable **SHA-256 Forensic Digital Stamp** and legal exhibit code (`#ADC-2027-EXHIBIT-OCR-[PUCODE]`).
- Exportable **Forensic Integrity Certificates** include timestamps, optical confidence metrics, and device metadata ready for legal tender.

## 6. Threat Mitigation Matrix

| Threat Vector | Attack Scenario | Defense Implementation | Status |
| :--- | :--- | :--- | :--- |
| **Physical Phone Theft** | Thugs seize agent phone to inspect vote entries | AES-GCM 256-bit encryption for IndexedDB & LocalStorage | **SECURED** |
| **IReV Result Tampering** | INEC portal numbers differ from agent signed EC8A | Automated Forensic OCR & Variance Engine with Exhibit Gen | **SECURED** |
| **Adversary PIN Guessing** | Brute forcing 4-digit agent PIN | SHA-256 Salted Hashing & server-side attempt throttles | **SECURED** |
| **Data Hijacking (MITM)** | Intercepting data transmitted over 2G/3G cells | TLS 1.3 enforced, HMAC-SHA256 signed payloads | **SECURED** |
| **Internal Data Leakage** | Ward supervisor inspecting results of another state | Downward Hierarchical RBAC Scope Filter (`canAccessScope`) | **SECURED** |
| **Agent Doxxing / Harassment** | Adversary harvesting agent phone numbers from app | Mandatory PII phone masking (`0803***2222`) | **SECURED** |

## 7. Operational Recommendations for Field Deployment

1. **Remote Lock**: Ensure all field devices have biometric screen locks enabled.
2. **Offline Battery Preparedness**: Agents should utilize power banks and keep local encryption active during charging cycles.
3. **Emergency Dispatches**: In physical violence situations, the SOS Beacon should be triggered discretely; the system will log GPS telemetry while keeping all local vote tallies encrypted in storage.
